The problem

The ADA Title II rule requires public colleges to make every course PDF, slide deck and handout meet WCAG 2.1 AA by 26 April 2027 (2028 for smaller entities). Math-heavy LaTeX, Beamer and handwritten material is the hardest to fix: Beamer cannot produce a tagged PDF, OCR fails on notation, and manual remediation is quoted at about $5 per page. Faculty say their realistic options are to remove notes or switch to publisher slides.
